have no sincerity for an agreement with the South.
Real Attitude of Yim (Sik Shan) of Shensi.
Yim Pak Chun (i.e. Yim Sik Shan) originally had no
definite relations with Tseung Kai Shek. Yim is an old
member of the Kuomintang: he has joined the Tung Mang Wui
and therefore has raised no opposition to the Nationalist troops. He much favours our alliance with Tseung, so that he may not be required to attack the Southerners in aid of the North, while he holds membership in the Kuomintang, and
further he has no need to surrender to the South and thus
become open to ridicule. Taking Yim's history into consideration, he is by no means a very ambitious man.
he is amicable to all parties and is not prone to offend
them.

But
Of the Mukdenese who are active on the political
stage, those who have good common sense are Mok Tak Wai, Lau Sheung Ching, Wong Nai Pan, and Tsai Yiu Shan only. Tsai and Wong are tired of political life, and have no desire to put themselves forward again. Mok and Lau and a few others are hopeful of a chance to form a Cabinet, and some time ago when the wave of voices in favour of the appointment of a Cabinet was running high, the public all supposed that lok would come to Peking and be active in the Cabinet.

thought of Lau Sheung Ching and Wong Wing Kiang. But they are not facts, and the rumours among outsiders are all untrue" Some time ago Marshal Chang Tso Lin did wire to Wong Wing Kiang on two different occasions, urging him to come to Peking, but he did not come owing to ill health, and the matter has been dropped.
